"No packages were eligible for install" error when installing OS X

When installing OS X 10.11 "El Capitan" from USB media, the error "No packages were eligible for install" is displayed.
A similar error may occur for other versions of Mac OS X/macOS, such as
“...application is damaged, can’t be used to install macOS” on macOS 10.13 "High Sierra"
This error occurs when the system clock is set to the correct current date which causes a problem with the older operating system version.
Before beginning the install process, open Terminal from the Utilities menu and enter the command:
